Establishment of a Legally Constituted Student Government – Deadlines, Ballot Vote, and Elections

The State Parliament of Baden-Württemberg resolved on 27 June 2012 to reinstate legally constituted student governments at state universities; the Law on the Introduction of Legally Constituted Student Government (VerfStudG) went into effect on 14 July 2012.

 

What is a "legally constituted student government"?
In German, the students enrolled at a university are referred to collectively as the "Studierendenschaft" (student body), and an elected body of students representing the interests of the student body at large is known as a "Verfasste Studierendenschaft" (literally: legally constituted student body). This form of student government is described as being legally constituted because it is a corporation vested with legal powers under public law – it is an independent corporation of the university.

The VerfStudG provides the ground rules – it's up to the students to fill it with life!
As an initial step toward introducing a legally constituted student government, all students of the University of Freiburg were called upon to propose articles of organization for the student government. The deadline for submitting proposals was 31 January 2013. The university received a total of 5 proposals. The submitted proposals are currently being subjected to a legal review, and the results of this review will be explained to and discussed with the three students Anna Tenberg, Hermann J. Schmeh, and Timo Schwander (who were nominated by the student members of the Senate and approved by the entire Senate on 21 November 2012).

Upon completion of the legal review and any necessary revisions to the proposals (by a deadline of 31 March 2013), all proposals that are deemed legally acceptable will be put up to a general ballet vote.
The articles of organization will regulate the inner organization of the legally constituted student government; they thus represent a "constitution" of sorts for the legally constituted student government. In accordance with the provisions of these articles of organization, the university will hold the necessary elections for the organs of the (legally constituted) student government.
Once the inaugural sessions of the central organs have been held, the legally constituted student government will be officially in place.

Preliminary Information: Dates for the Ballot Vote on Proposals for Articles
The legally acceptable proposals for articles will all be put to a vote at the same time. This ballot vote is scheduled for the following three days:

29–30 April and 2 May 2013 (Monday, Tuesday, and Thursday).

If none of the proposals achieves an absolute majority in the first ballot vote, a second ballot vote will be held; it is scheduled for the following three days:

14–16 May 2013 (Tuesday, Wednesday, and Thursday).

Students who are unable to vote on these days may submit an absentee ballot, which must be applied for in writing. The application for an absentee ballot will be posted here before the ballot vote.

The 2012 university elections were held on 3 July 2012.

The offices up for election were the student members of the Senate and the faculty councils/great faculty councils as well as the members of the General Student Committee (AStA) and the departmental student committees. DFG Review Board Election 2011

In 2011, eligible researchers were called upon to vote for the members of the review boards of the German Research Foundation (DFG) in an online ballot vote. The results were announced on 9 February 2012 on the DFG website. For more information, consult the DFG document "Information for Science," Information Nr. 9 from 9 Feb. 2012 (in German). The next review board election will be held in 2015.
