The goal of the University of Freiburg’s committees is to involve all participating groups in decision making and ensure that these decisions are implemented efficiently and to the benefit of all.

 

University Council
As stipulated by the Baden-Württemberg State Higher Education Act of 2005, the University Council functions like an advisory board. Six of its members, including the chairperson, are external members. They are appointed by the State Ministry of Science, Research, and the Arts. Five members, including one student and one staff representative, are from the university. Members are appointed for a three-year term.

The University Council is responsible for the development of the university. It recommends measures which have a bearing on the profile of the University of Freiburg.

The University Council appoints the rector and the head of administration. It meets at least twice each semester.

Advisory Committee
Reflection and constructive criticism are essential virtues for a university which has the ambition to establish itself among the world’s premier research institutions. The University of Freiburg has thus established a permanent Advisory Committee to supervise the implementation of the institutional strategy and ensure that its high quality standards are adhered to.

The Advisory Committee is an international team of 11 outstanding figures from research and practice and represents the entire spectrum of disciplines offered at the university.

Senate
The Senate represents all domains of the university. Nineteen of its members serve by virtue of their positions: the rector and vice rectors, the head of administration, the legal advisor to the rector, the faculty equal opportunity representative, and the deans of the eleven faculties. Twenty further members are elected members. They represent the teaching and research faculty, the students, and other employees. Elected members representing employees of the university serve a four-year term, those representing the students a one-year term.

The Senate makes decisions on university-wide affairs in the areas of research, instruction, studies, continuing education, and art which have not been delegated to other central decision-making bodies. The Senate appoints the vice rectors and passes resolutions concerning the establishment, change, and discontinuation of degree programs, university institutions, and groups of fields. It also determines admission quotas.

The Senate is responsible for the Constitution of the University of Freiburg. The constitution establishes guidelines for the university within the bounds of the State Higher Education Act. As a rule, the Senate meets monthly.

Staff Representatives and Counseling Services
The staff representatives and counseling services support the university’s employees in all matters. Important topics include gender equality, equal opportunity, family-friendliness, support for the disabled, trainees, and health.

General Student Committee
The General Student Committee (AstA) provides support for students in the areas of culture, sports, and social issues. It ensures that students with children or disabilities are not placed at a disadvantage in their studies. The AstA is responsible for students of all faculties. It includes a total of fifteen student representatives, four of whom are members of the Senate and one of whom sits in the University Council. The committee meets once a month during the teaching period. Members serve a one-year term.

In accordance with the Baden-Württemberg State Higher Education Act, the AstA is not permitted to take sides on political issues.

The State Parliament of Baden-Württemberg resolved on 27 June 2012 to reintroduce student legislatures; the law on the establishment of student legislatures (VerfStudG) took effect on 14 July 2012.
It is planned to establish the student legislature by 31 December 2013. Further information on the establishment of the student legislature is available on the election platform.

Elections
The election platform publishes information on upcoming elections at the university. In addition to dates and details on polling places, the page also includes information on the lists and candidates up for election.
